It is often a gauntlet of administrative friction: the game of phone tag with the doctor’s office and time spent waiting for a clinician to provide a thirty-second sign-off on a medication you have taken for years. But in Utah, a radical experiment is underway to eliminate this bottleneck entirely. Through a first-of-its-kind regulatory sandbox, the state has authorized a pilot program with a tech startup called Doctronic, effectively allowing an algorithm to step into a role traditionally guarded by the MD title. As Utah becomes the front line for automated medicine, the experiment will have to answer the question: Can an algorithm safely replace a human with a medical license?
The Sandbox and The Blindside
The legal architecture making this possible is the Utah Artificial Intelligence Policy Act of 2024, which established the Office of Artificial Intelligence Policy (OAIP). This allows the state to create a regulatory sandbox, which is a controlled environment carved out of the requirements of medical licensure to allow for silicon-valley-style permissionless innovation. The act permits OAIP to grant Doctronic the authority to waive licensing laws and authorize refills without consulting the Utah Medical Licensing Board. This move effectively stripped medical experts of their traditional oversight, placing clinical decisions in the hands of a government agency focused on technology rather than medicine.
